Relocated Wastewater Treatment Facility - Construction Updates

An overview of work completed and a projection of work expected in the following weeks is available here. The Contractor will notify property owners of any impact to their property or utility services. Please do not remove construction stakes or flags. Progress may differ from projections depending on the weather and other construction elements. See the August 30, 2024, construction update.

Previous work, December 11, 2023 - August 30, 2024:

  • Trees were removed along Lincoln Avenue, Smith Avenue, and Vireo Parkway.
  • Valley Corporation (Contractor) completed the force main installation along Vireo Parkway.
  • The Contractor completed the force main installation underneath US Highway 75 and along East Wiles Road both east and west of US Highway 75.
  • The Contractor completed the restoration of East Wiles Road, including seeding the ditches and placing new rock on the roadway east of US Highway 75.
  • The Contractor completed the force main installation along Chicago Avenue and 26th Avenue.
  • The Contractor completed the force main installation on Smith Avenue. The Smith Avenue southbound pavement surface has been removed from 16th Avenue to 13th Avenue. The northbound pavement surface has been removed on Lincoln Avenue from approximately 11th Avenue to the entrance of Rhylander Park.
  • Smith Avenue from 16th to 13th Avenue is closed to through traffic.
  • Lincoln Avenue from 12th Avenue to the Rhylander Park entrance is closed to traffic. Contractor will continue to provide access to property owners while the force main installation is underway.
  • Contractor has generally completed the restoration of the Smith Avenue roadway surface south of 16th Avenue.

Upcoming work overview, August 31 through September 13, 2024:

  • The Contractor will provide temporary access to property owners on the west side of Smith Avenue in preparation for additional utility installation and roadway reconstruction from 16th to 13th Avenue.
  • The Contractor will continue with force main installation on Lincoln Avenue from 11th Avenue to the Rhylander Park entrance. This will include trenching, installing force main pipe, and replacing the removed roadway with temporary gravel surfacing.
  • Contractor will continue construction on Smith Avenue from 16th to 13th Avenue including removal of the remaining pavement surfacing, utility installations, and pavement replacement.
  • Smith Avenue from 16th Avenue to 13th Avenue and Lincoln Avenue from 12th Avenue to the Rhylander Park entrance will remain closed in construction work areas. Other areas may be reduced to one lane periodically during staging and construction activities.

Sanitary Sewer Improvements

sanitary sewer improvementsSanitary sewer improvements are part of the FEMA project to relocate the wastewate treatment plant as a result of the March 2019 flood. The project consists of the construction of a new wastewater treatment plant at the Fourmile Industrial Park, new pumping stations, and conveyance system. The sanitary sewer improvements will include removal and replacement of the existing surfacing on Smith Avenue, Lincoln Avenue, 2nd Avenue, and Richey Street. This will allow installation of sanitary sewer force mains, storm sewer installations, and water main relocations. Reconstruction will include new sidewalks and ADA accessible ramps.

The project is planned to be constructed in phases to minimize the disruption to residences and public access to Rhylander Park.

Wastewater Treatment Plant Groundbreaking

Over 50 people attended the groundbreaking for the new Wastewater Treatment Plant on March 3, 2023. Participating in the ceremony were Mayor Paul Lambert, City Administrator Emily Bausch, and former City Administrator/Assistant Director of Nebraska Emergency Management Agency Erv Portis along with City Council members and other dignitaries.
